5. In order that the law might be made operative forthwith, I approved the proposals made by Lieutenant Beckwith in the enclosed minute dated the 15th ultimo, and I have appointed him for the time being to be Superintendent of Imports and Exports. I have also decided that this post should no longer be held ex officio by the Harbour Master, and I propose to give Lieutenant Beckwith a free hand for six months while organising the new arrangements.
6. I have included in the Colonial Estimates for next year a lump sum of $60,000 to cover the expenses of collecting revenue under this Ordinance, and I have inserted $600,000 as a guess-estimate of the amount which is likely to be collected next year.
7. In this connection, I have the honour to forward the enclosed copy of a letter from the Government Analyst dated the 21st ultimo, together with a covering minute of the same date by the Principal Civil Medical Officer recommending that, in view of the extra work which will be thrown upon the Government Analyst by the new law, his salary should be increased. I attach also the enclosed correspondence forwarding a recommendation, in which I concur that another Assistant Analyst should be appointed.
